Shaft flex is the amount that your club flexes during your golf swing, and is usually stated by one of five letters: L (ladies), A (senior), R (regular), S (stiff), and X (extra stiff), from most flexible to least. The two other components used in determining the correct shaft for you are Swing Tempo (when you actually release the club), and Club Head Speed (swing speed at impact). If you have high swing speed, you will neeed a stiffer shaft, otherwise, a softer shaft with more flex, will probably work better for you. It is human nature to over estimate your swing speed so measure it properly and be honest about it, so your club fitter can design a golf club that will give you the best outcome.

There is no standard in the golf industry for shaft flex, so there is no way to compare the actual flex rating between different vendors. So a regular shaft from one company could be totally different from a regular shaft from another one, and it will also perform differently if the tip diameter is different.
